The tone of Shug's quote is grim because it sounds like he has thought it for a long time.  Shug says "here's the thing I believe" very firmly.  At the end of the quote he talks negatively about other people.  Shug thinks that some people do not know what to look for.  He says "sorrow, lord" meaning it depresses him.
